On Nov. 14, Pennsylvania SPCA Humane Law Enforcement Officers executed a search warrant and rescued 20 cats and one dog from a house on the 1900 Block of Emerson Street in the Rhawnhurst section of the Philadelphia.
The property has been the focus of an ongoing investigation due to numerous complaints from neighbors.
“The house is filled with debris and animal feces,” said George Bengal, director of Humane Law Enforcement. “The conditions are unlivable for animals or people.” Officials from Philadelphia’s Licensing and Inspections department are expected to condemn the property. The owner, a 68-year-old woman was arrested and charged with animal cruelty. All of the animals were surrendered by the owner and brought back to the Pennsylvania SPCA headquarters where they are receiving medical treatment. All of the animals are expected to recover and be placed for adoption.
