The Pennsylvania SPCA has humane society police officers (HSPOs) sworn in to perform work in several counties across the state (Potter, Tioga, Susquehanna, Lycoming, Montour, Centre, Monroe and suburban Philadelphia counties). HSPOs assist traditional law enforcement officers (local police departments, state police) with enforcing the Pennsylvania anti-cruelty laws. As HSPOs, Pennsylvania SPCA officers have the authority to:
- Obtain a search/arrest warrant for violations of the Pennsylvania anti-cruelty laws
- Issue citations for violations of the Pennsylvania anti-cruelty laws
- Make arrests for violations of the Pennsylvania anti-cruelty laws
The majority of the work of the Pennsylvania SPCA police officers is educating animal owners and caretakers in an attempt to elevate the standard of care and improve the quality of life for as many animals as possible. Our officer’s primary responsibility is to enforce the law but oftentimes education can help an animal owner improve their care of their pet, allowing that pet to remain in a loving home. Our officers:
- Educate owners/caretakers on the proper care of their animals
- Suggest improvements to the owners/caretakers for the animal’s environment and health
- Assist owners/caretakers in securing resources to assist them in caring for the animals
- Ask owners if they wish to voluntarily surrender the animals if they are unable to provide adequate care for the animals
