The PSPCA Animal Law Enforcement program is the only operation of its kind in Philadelphia and the 22 additional counties we serve throughout Pennsylvania. Our ALE Officers enforce the cruelty laws under the authority granted by state statute 22 Pa.C.S.A. Chapter 37 (HSPOS). In 2019, our officers rescued 1,103 animals through 6,154 investigations.
