Philadelphia, PA (Monday, April 21, 2026) – The Pennsylvania SPCA is asking for the public’s help after two separate litters of puppies were found abandoned in close proximity in Center City Philadelphia.
This Past Saturday, N. Bread & Arch Streets
This past Saturday, April 18, the PSPCA Animal Law Enforcement officers responded to a call in the area of Arch and Bread Streets where a litter of puppies had been found abandoned. Officers recovered seven puppies, but witnesses reported as many as 13 originally at the scene. Six puppies remain unaccounted for.
The organization is urging anyone who may have taken the missing puppies to bring them immediately to the Pennsylvania SPCA’s Philadelphia headquarters, as they are evidence in an active animal cruelty investigation, and their safe return is critical – both for the integrity of the investigation and for the health and welfare of the animals themselves. Puppies of this age require specialized care to survive.
First Litter – December 26, Parking Garage, N. Bread & Cherry Streets
On December 26, the PSPCA’s Animal Law Enforcement team was contacted about six puppies, estimated to be just 3-4 weeks old, found abandoned in a parking garage just off N. Bread and Cherry Streets. The puppies were immediately brought into the PSPCA’s care, received expensive medical care and support, and have since been adopted.
A Pattern of Concern
The PSPCA is asking anyone with information about either litter – including where the puppies came from, who may have abandoned them, or the whereabouts of the six missing puppies from the most recent litter, to contact the organization’s Animal Cruelty Hotline immediately at 866-601-7722 or cruelty@pspca.org. Tips can be left anonymously.
“Seeing a pattern of abandoned litters discovered so close together is deeply troubling,” said Julie Klim, CEO of the Pennsylvania SPCA. “These puppies were left defenseless and completely dependent on the kindness of strangers to survive. We are asking the public to help us now. If you took a puppy from the Old City scene, please bring them to us. If you know anything about how these two separate litters ended up abandoned in such close proximity or who may be responsible, please contact us immediately.”
