A Lancaster Township woman from whose home the Pennsylvania SPCA removed 78 cats and kittens in June has been charged with multiple counts of animal cruelty and neglect.

The agency filed 13 cruelty charges and 78 neglect charges on Wednesday against Jocelyn James in connection with the seizure of the cats on June 9 from her Spencer Avenue home.

At the time, the Pennsylvania SPCA said conditions inside the home were among the most severe its team had encountered.
