- Fill out Section A and sign Section E.
- Submit your donation fee by selecting Standard ($100) on the donation form above.
- Email your application and a screenshot of your donation confirmation to development@pspca.org with “PSPCA PA Specialty License Plate” in the subject line.

Personalized Plate Instructions

Frequently Asked Questions
Plates and registration card will be mailed directly to you in 8-10 weeks (12-14 weeks for a personalized plates).
The cost of your plate only covers your plate, it does NOT renew your yearly registration fee. The expiration date from your Current Registration is applied to the New Special Organization Plate and remains the same.
- You can choose up to FIVE letters and numbers in combination.
- A hyphen or space is considered one of the FIVE characters. Only ONE hyphen or space is permitted. No other special characters can be used.
- When requesting a numeric character zero, please write it as an O with a line through it to avoid confusion with the letter “O”.
- Motorcycle plates only receive FOUR spaces
We’re sorry to hear that. The design is created by the Pennsylvania Department of Transportation (PennDOT). An example of the design is shown at the top of this page. We cannot issue a refund if you are unhappy with the result.
These PSPCA Specialty License Plates are only available through the Pennsylvania Department of Transportation (PennDOT). We appreciate your support, however, there is no way for us to make them available to residents of other states.
Please DO NOT use this donation form unless you have a vehicle registered in Pennsylvania. All other donations should be sent via our regular donation form.
If your plate is peeling:
- And you are okay with receiving a new plate number: complete the MV-46 form and submit with no fees.
- And you want to keep the same plate number, complete the MV-46 and submit with a $136 check.
- And you already have a personalized plate, complete the MV-46 and submit with no fees.
If your plate is in good condition, but you want the new Liberty Bell style plate:
- And you are okay with receiving a new plate number: Complete the MV-44 and submit with a $14 check.
- And you want to keep the same plate number: complete the MV-44 and submit with a $136 check.
- And you already have a personalized plate, complete the MV-44 and submit with no fees.
The Pennsylvania SPCA can provide the MV-46 or MV-44 forms, but payment must be submitted directly to the Bureau of Motor Vehicles, not the PSPCA.
